Reasons to Oppose the Ingles Rezoning
Construction of a big-box commercial development would degrade the beauty and
character of the intersection and surrounding area.
- Drastic clear-cutting the 12-acre site is undesirable and changes the
natural beauty of the intersection.
- Excessive excavation and soil removal reducing site to road level is
extreme, leaving exposed embankments.
- Removal of bedrock hampers natural drainage and creates uncertain
perking for on site septic system.
- A C-2 or C-1 designation would certainly adversely affect the value and
attractiveness of any residential properties built on the remaining acreage
and existing homes in surrounding neighborhoods.
- The noise and light contributed by both daytime and nighttime patrons of
and deliveries to business establishments would be disruptive to nearby
residents. Accumulated storm water runoff redirected across both North Rugby
and 191 to Mills Creek creates major flooding problem in streams and bridges
maintained by homeowners.
A large commercial complex would dramatically worsen traffic congestion and
necessitate the 4-laning of Haywood Road.
- The intersection of NC 191 and North Rugby is already congested,
particularly when the two nearby schools are opening and closing and when
night time activities are taking place.
- Both North and South Rugby Roads are narrow, two-lane, winding roads, and
the increase in traffic count brought about by passenger and freight
deliveries to commercial establishments would be dangerous.
- Any curb cuts on North Rugby Road would be hazardous in the extreme, and
curb cuts on NC 191 would create a traffic problem.
There is no need for a grocery store or large commercial complex at this
location.
- We have in nearby Mills River a grocery store, a hardware store, and a
drugstore, as well as several restaurants and gas stations. At this time
Ingles plans to build a store there also.
- The new Ingles on US 25 North near Stoney Mountain Road and the new Ingles
in Fletcher serve these same uses.
- Gas stations are also available nearby on NC 191 and US 25 North. We have
physicians, dentists, and veterinarians close by. The intersection of South
Rugby Road and US 64 in Horse Shoe offers a number of services.
- Current residents of the area either do not care to or cannot physically
walk to stores or appointments. They were aware when they moved here that
personal transportation would be required.
- There are other areas of the county already zoned C
Area residents have already rejected Ingle's previous three attempts to
rezone this property.
- Previous attempts to rezone this property involved serious
misrepresentations about the intended nature of the commercial use.
- The planning office has on file the signatures of 1300 homeowners
protesting earlier attempts to rezone the parcel.
